The Ivaring's will be your biggest problem, but if you play your cards right you might be able to get them to swear allegiance without a fight. Establish yourself and swallow up as much as you can before Ivar and his successors do. Jylland gets a large event army shortly after you unpause the game with option to invade Mercia, Wessex, or Scotland.

What I would suggest for an interesting 867 start would be to start as Jylland. I haven't played it since the event troops nerf, but I imagine it's still pretty hard.
